Training and Employment Guidance Letters and Notices for the WIOA Youth Program
About
The U.S. Department of Labor Employment and Training Administration (DOLETA) issues Training and Employment Guidance Letters (TEGLs) to communicate official Workforce Innovation and Opportunity Act (WIOA) policy and operational guidance to state and local workforce systems and related grantees. DOLETA issues Training and Employment Notices (TENs) to communicate announcements, publications, or other general information with WIOA stakeholders.

The purpose of the TEGLs linked below is to provide guidance and planning information to states, local workforce areas, and other recipients of WIOA Title I youth formula funds on the activities associated with the implementation of WIOA.
- TEGL 23-14: WIOA Youth Program Transition (March 2015): Topics covered in this TEGL include the out-of-school youth expenditure requirement, youth standing committees, and resources for serving in-school youth.
- TEGL 08-15: Second Title I WIOA Youth Program Transition Guidance (November 2015): Topics covered in this TEGL include eligibility, youth standing committees, the work experience expenditure requirement, and partner programs.
- TEGL 21-16: Third WIOA Title I Youth Formula Program Guidance (March 2017): Topics covered in this TEGL include eligibility, program design, competitive procurement, and the 14 program elements.
- TEGL 21-16, Change 1 (July 2021): This Change TEGL links to the most up-to-date directions for determining high-poverty areas for the WIOA Youth Formula Program.
- TEN 22-19: Technical Assistance Resources for the WIOA Youth Program (April 2020): This TEN offers technical support for addressing common WIOA Youth monitoring findings.
