Empowering Youth Through Apprenticeships: Insights from the National Youth Apprenticeship Summit

More than 250 educators, employers, and nonprofit leaders from 48 states congregated for the 2023 National Youth Apprenticeship Summit in October, hosted by CareerWise, a YARG grantee, and Partnerships to Advance Youth Apprenticeships (PAYA). During the two-and-a-half-day conference, attendees explored what motivates young people to participate in apprenticeships and how to establish meaningful connections with employers, all in the pursuit of developing more effective youth apprenticeships.

Prevailing themes:

  • Student success hinges on the support of internal staff, external partners, HR professionals, and program managers.
  • Apprenticeship initiatives must respond to the needs of the employers and then construct scalable pathways.
  • Registered Apprenticeships (RAs) must be aligned with the broader education and workforce systems to bridge the gap between theoretical knowledge and practical skills.
  • Trust, transparency, and open communication are catalysts for productive collaborations.

Challenges addressed:

  • The outdated National Apprenticeship Act of 1937 requires urgent reauthorization to establish federal standards.
  • Liability insurance is a barrier to youth participation in many programs.
  • Discrepancies between state apprenticeship agencies and the DOL Office of Apprenticeship (OA) poses additional hurdles.
