WIOA Youth Source Documentation Cheat Sheet (Updated December 2025)

About

This resource provides a “cheat sheet” to assist WIOA Youth programs in understanding the allowable sources that may be used to document participant eligibility, services, and outcomes.

The accuracy and reliability of program reports submitted by states and grantees using Federal funds are fundamental elements of good public administration, and are necessary tools for maintaining and demonstrating system integrity. ETA introduced Data Validation in 2003 to help states and grantees ensure that their reported performance accurately reflects their experiences.  As part of data validation, ETA provides a list of allowable sources that program can use to document eligibility, services, and outcomes.
