About

Georgetown Center on Poverty and Inequality's report,Youth Opportunity Guarantee, introduces a plan for education, training, and employment for all youth ages 16 to 24 in the United States.

After years of extensive research and consultation with well over 100 experts and stakeholders, GCPI has created a framework that integrates secondary, postsecondary, and employment systems to make long-term labor market success a reality for all youth in the United States.

The Youth Opportunity Guarantee (“the guarantee”) is a bold vision that ensures all young people have the opportunity for long-term career success. This framework aims to guarantee to every young person ages 16 to 24 in the United States:

■ High school or equivalent that prepares them for college and career;

■ A range of postsecondary options that help lead to career success; and

■ Quality career training, national service, and employment opportunities.
